To provide the students with a qualified knowledge on the state aid rules contained in the Treaty on the Functioning of the European Union.

The state aid rules of the Treaty on the Functioning of the European Union constitute an integral part of the Treaty's regulation of competition. The state aid rules of the Treaty limit the possibilities of the Member States to support national undertakings no matter whether the purpose of the aid is to encourage e.g. research and development or the purpose is to aid an undertaking troubled by competition and facing financial difficulties. In addition authorisation from the Commission is a prerequisite for national aid measures, and lack of notification to the Commission renders the aid susceptible to reimbursement.
The rules are highly relevant for practitioners but at the same time complex and difficult to master even for lawyers with considerable experience. The course will focus on the core elements of the state aid rules but the course will also briefly touch upon the special competition rules that apply to public undertakings or undertakings entrusted with public service obligations.

The course presupposes active student participation. Basic knowledge of EU-law will be an advantage.
